Project Overview
The Secure Controlled Guns and Ammunition Inventory Management System (SCGAIMS) is a secure web-based application designed to manage, track, audit, and maintain accountability for controlled firearms and ammunition inventories.
The system was developed to address deficiencies in inventory tracking, accountability, auditability, and security governance that were highlighted by real-world incidents involving the loss and compromise of controlled assets. SCGAIMS provides a centralized platform capable of supporting inventory issuance, inventory returns, discrepancy detection, investigation management, audit logging, and role-based access control.
The system was developed using Django as the primary backend framework, PostgreSQL for data persistence through Supabase, Auth0 for identity and access management, GitHub for source control, and Cloudflare for DNS and security services.
Background
On April 19, 2026, the San Fernando Municipal Police Station suffered a significant security breach that resulted in the murder of Acting Corporal Anuska Eversley and the theft of firearms and ammunition from the station's armory.
Subsequent reporting revealed considerable uncertainty regarding the quantity of weapons that had been compromised. Early reports referenced 62 missing firearms, while subsequent investigations later revised that figure upward to approximately 123 firearms and over 4,000 rounds of ammunition.
The incident exposed a number of governance and accountability concerns including:
- Absence of real-time inventory visibility
- Ineffective asset accountability controls
- Inadequate auditability
- Weak inventory tracking mechanisms
- Inability to rapidly determine the scope of compromise
- Challenges associated with investigating inventory discrepancies
These shortcomings demonstrated the need for a secure, centralized, and auditable inventory management solution specifically designed for the management of controlled firearms and ammunition.
SCGAIMS was therefore conceived as a technical response to these challenges.
Problem Statement
Recent incidents involving unauthorized access and the loss of controlled assets have highlighted critical deficiencies in inventory tracking, accountability, and auditing within legacy manual inventory management systems.
The breach at the San Fernando Municipal Police Station demonstrated the limitations of traditional inventory management approaches that rely heavily on manual processes, fragmented recordkeeping, and insufficient audit controls.
Without real-time visibility into asset inventories and transactional activity, organizations face significant challenges in:
